This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Evaluation Consultant based in Canada.

This opportunity offers experienced evaluation professionals the chance to contribute to international development and digital transformation initiatives through independent, evidence-based assessments. As an Evaluation Consultant, you will support a range of centralized and decentralized evaluations, research activities, and organizational learning initiatives. You will help assess the effectiveness of strategies, policies, programs, and projects while translating findings into practical recommendations. Working remotely on assignments that may last from a few days to several months, you will collaborate with multidisciplinary stakeholders and contribute to strengthening evaluation practices. The role also involves developing practical tools, guidance, and capacity-building resources to promote a stronger evaluation culture. Consultants with expertise in telecommunications, digital development, inclusion, and institutional effectiveness are particularly encouraged to apply.

Accountabilities

Depending on assignment requirements and areas of expertise, you will lead or support evaluation activities, evidence-generation initiatives, and capacity-building efforts under the guidance of the oversight function.

    • Lead evaluation assignments from inception and design through implementation, analysis, and final reporting.

    • Conduct centralized evaluations commissioned and managed by the oversight function, ensuring independence, objectivity, and methodological rigor.

    • Provide technical guidance and quality assurance for decentralized evaluations commissioned by internal organizational units.

    • Review evaluation terms of reference, inception reports, and draft reports, providing recommendations to strengthen quality and alignment with established evaluation standards.

    • Conduct ex post quality assessments of completed evaluations.

    • Design and implement evidence-generation activities, including rapid assessments, reviews, assessments, syntheses, and project or program evaluations.

    • Provide technical support on evaluability, evaluation design, resource planning, theories of change, and evidence-generation methodologies.

    • Prepare evaluation inception reports outlining the proposed methodology, scope, and implementation approach.

    • Draft evaluation reports presenting clear findings, conclusions, and actionable recommendations.

    • Produce concise evaluation briefs that communicate key insights and recommendations to relevant stakeholders.

    • Develop capacity-building materials, practical tools, and guidance covering theories of change, evaluation methods, evaluation management, and effective stakeholder engagement.

    • Contribute to awareness and learning activities that strengthen organizational evaluation practices and promote the use of evidence in decision-making.

    • Identify evaluation risks and recommend appropriate mitigation strategies to support effective implementation and the practical use of findings.

    • Requirements

Candidates should have a relevant academic background and practical experience in evaluation, research, or evidence generation. Applications are particularly encouraged from professionals with expertise in digital development, telecommunications, institutional effectiveness, and related thematic areas.

      • University degree in Development Studies, International Development, Social Sciences, Information and Communication Technologies (ICTs), Telecommunications, or a related field. An equivalent diploma from a recognized institution of advanced education may also be accepted.

      • Evaluation-related certification is an advantage.

      • At least 2 years of professional experience in a field relevant to the specific assignment.

      • Experience conducting different types of evaluations, including strategy, policy, process, outcome, theory-based, realist, program, and project evaluations.

      • Familiarity with evaluation approaches such as mid-range theories, adaptive methods, rapid assessments, reviews, value-for-money assessments, evidence syntheses, segmentation analysis, and mid-term assessments.

      • Ability to design evaluation methodologies, analyze evidence, formulate conclusions, and develop practical recommendations.

      • Strong report-writing and communication skills, including the ability to produce clear evaluation reports, concise briefs, and capacity-building materials.

      • Advanced proficiency in English.

      • Knowledge of at least one additional official language of the international organization, such as Arabic, Chinese, French, Russian, or Spanish, is an advantage.

      • Previous experience working within the United Nations system is an advantage.

      • Relevant thematic expertise may include:

        • Institutional mechanisms and organizational effectiveness.

        • Digital-sector standards, regulations, and policies.

        • Digital access, inclusion, services, and digitalization.

        • Innovation and the safe and secure use of digital technologies.

        • Digital skills and capacity development.

        • Benefits

          • Fully remote, home-based consulting assignments.

          • Flexible engagement durations, ranging from a few days to several months, depending on project requirements.
