This role leads direct project spend and supply chain commitments across equipment sourcing, major package awards, vendor contracts, construction services, logistics, materials management, expediting, warehousing, commercial governance, and supply chain readiness through project development, construction execution, commissioning, and handover.

As a core partner to Engineering, Construction, Project Controls, Operations, EPCM procurement teams, suppliers, contractors, Indigenous partners, and local stakeholders, the Manager, Procurement & Contracts will align senior internal and external teams around one owner-led commercial execution plan, reduce procurement friction, and build a disciplined, high-performing procurement engine capable of supporting a large-scale construction program.

Key Responsibilities and Duties

  • Lead the resolution of procurement and supply chain constraints that have the potential to impact project schedules and construction readiness.
  • Establish a high-speed procurement execution model, sourcing strategy, and expediting framework tailored to heavy civil, mine construction, and remote site logistics requirements.
  • Monitor market conditions, supplier performance, logistics challenges, and commercial risks to proactively identify and resolve risks.
  • Drive end-to-end accountability for procurement, contracting, and supply chain performance to ensure purchasing activity supports project milestones, critical path requirements, and construction readiness.
  • Ensure commercial decisions balance cost optimization, schedules, quality, and project risk management.
  • Build and maintain working relationships with Engineering, Construction, suppliers, contractors, and corporate stakeholders.
  • Align owner priorities, EPCM purchasing activity, internal stakeholders, and external suppliers around a common commercial execution plan and procurement strategy.
  • Represent Great Bear in senior-level commercial discussions with Tier-1 equipment manufacturers, key vendors, contractors, service providers, and strategic suppliers.
  • Lead contract development, negotiation, administration, and performance management activities.
  • Lead package award strategy, commercial negotiations, and commitments for major equipment, long-lead items, construction contracts, contractor capacity, and critical site services.
  • Establish site supply chain readiness plans, including materials tracking, warehousing, expediting, delivery sequencing, and logistics controls required as construction activity ramps up.
  • Engage local and Indigenous suppliers in alignment with project commitments, commercial requirements, and stakeholder engagement objectives.
  • Ensure commercial governance policies and procedures are effectively implemented and maintained.

.

  • Support risk identification, contract compliance, supplier management, and commercial reporting activities.
  • Provide insights and recommendations to project leadership regarding procurement, contracting, and supply chain risks and opportunities.
  • Lead commercial planning for major project transitions, including engineering through construction and operational readiness phases.
  • Assess existing procurement, supply chain, logistics, contracts, and commercial processes to determine effectiveness for the project’s phase of growth and execution.
  • Ensure procurement, logistics, warehousing, and contract management processes evolve as project and activity increases.
  • Lead, mentor, and align a senior team of procurement, contracts, logistics, and commercial professionals across multiple locations, creating clear accountability and consistent execution standards.
  • Create an environment focused on shared objectives, accountability, continuous improvement, and effective problem solving.
  • Work in a healthy work environment with full support, cooperation, and commitment to satisfy our operation’s goal of being accident-free.
  • Support a work environment that is aligned with Kinross’ Safeground principles.
  • Comply with federal and provincial acts and regulations, and legal requirements.
  • Adhere to all relevant Great Bear policies and procedures.
  • Perform other duties as assigned.
