About York

At York, we are bold, fast, and relentlessly focused on what matters: our clients.

While others get lost in bureaucracy and outdated thinking, we cut through the noise. We challenge the status quo, move with urgency, and make decisions that serve our clients, not just our bottom line. We take full ownership, work together to solve complicated problems, and execute—no excuses, no shortcuts.

This is not the place for complacency. Our team thrives in a high-performance, no-BS environment— we are a group of high performers who think critically, move fast, and follow through. The success of our business depends on the willingness of our team to ditch antiquated ways of operating and adapt new methods for achieving excellent results.

This is how we work. This is how we win.

Reports to: President, York Construction Inc.

Position Summary

The Preconstruction Operations Manager owns the operating system of our preconstruction department: making sure every pursuit is tracked, resourced, and delivered on the date we committed to. This role is about building disciplined processes and clear accountability so our estimating and design teams can deliver accurate, timely proposals.

As a leader in the department, you'll own the people, processes, and systems that keep preconstruction moving. This is a fast-paced, high-pressure role where priorities shift daily - you'll continually re-allocate resources as pursuits change, balance competing demands from internal clients, and manage up when workload and expectations need to be realigned. You bring the ability to build systems that scale, put them into day-to-day practice, and adapt quickly when the plan changes.

Key Responsibilities

Department Management

  • Participate in weekly leasing and pipeline meetings. Record decisions, priorities, and committed delivery dates.
  • Run regular preconstruction workload meetings to assign and re-allocate estimating and drafting resources in collaboration with Estimating and Design leads.
  • Forecast capacity, accountability for the department, assess skills and talent mapping requirements and advise the President in advance when additional resources are required.
  • Managing deliverable date adjustments with preconstruction leads, President, and Sales.
  • Prepare and present weekly and monthly KPI reports, and periodic or special reports as requested by the President.

Preconstruction Operations

  • Oversee the pipeline board as the single source of truth for all pursuits, including stage, owner, archetype, and due dates.
  • Manage resources for all new opportunities with internal and external partners, ensuring each lead is logged and an owner is assigned within one business day.
  • Establish and enforce turnaround dates from the Basis of Design (BOD) to proposal issue, communicating all requirements to stakeholders effectively.
  • Establish and enforce standardized processes, templates, checklists, and response formats, in collaboration with the Management team, as well as the Design and Estimating Leads
  • Develop and implement a standard for managing all preconstruction (Civil, Design, Estimating) workflows and documentation (i.e. document management, version control, filing structure, handoff packages, etc.), mapping processes, tools, and technologies to identify bottlenecks and measure improvements.
  • Lead the Preconstruction teams, including day-to-day direction, hiring recommendations, onboarding, performance reviews, and ongoing development.
  • Act as a leader in our business - build, champion and defend our culture.
  • Other duties as assigned.

What you bring to York

  • Experience in operations, project coordination, or resource management
  • Leadership experience, preferably within construction and/or engineering. Strong leadership and organizational skills, with the ability to manage competing priorities and hold technical teams accountable.
  • Degree or diploma in Business, Construction Management, Engineering, or Technology, an asset
  • Proven track record of building and implementing processes and reporting, with strong analytical skills in workflow mapping.
  • Experience working with software such as Autodesk Construction Cloud, Building Connected, Procore, and Yardi is an asset.
  • Demonstrated adaptability, with the ability to shift priorities quickly and stay effective when plans, scope, or timelines change.
  • Thrives in a fast-paced environment, managing multiple priorities and deadlines at once without losing attention to detail.
  • Strong ability to gather and consolidate information from multiple sources, and communicate it clearly and promptly to the right stakeholders.
  • Committed to continuous process improvement, consistently looking for better, faster, and more consistent ways to get work done.
  • Possesses entrepreneurial spirit and is self-driven.
