RESTORATION MANAGER

About telMAX Inc.:

Based in York Region, telMAX is a private equity-backed all fibre digital infrastructure platform that provides a 21st century alternative to traditional telecom networks. Recognized for four consecutive years as Canada’s Fastest ISP with an industry-leading net promoter score of over fifty, telMAX is continuing its rapid growth plan to bring its all-fibre network to residential and business customers across Southern Ontario.

Your Position & How You Will Contribute:

The Restoration Manager is responsible for overseeing and managing all restoration activities associated with TelMAX’s Fibre-to-the-Home (FTTH) construction program. This role will have primary accountability for ensuring that all construction vendors complete required restoration work in a timely, safe, compliant, and high-quality manner across all build areas. The Restoration Manager will act as the primary point of contact for restoration activities, coordinating multiple vendors, tracking outstanding deficiencies, managing priorities, and working closely with Construction, Engineering, Municipal Relations, Quality, and other internal teams to ensure restoration requirements are completed and accepted. The successful candidate will be highly organized, field-oriented, proactive, and comfortable managing multiple vendors and competing priorities across a large geographic footprint.

Responsibilities & Key Duties:

Restoration Management

  • Own the end-to-end restoration process for all FTTH construction areas.
  • Develop and maintain a comprehensive inventory of outstanding restoration requirements by area, vendor, project, and municipality.
  • Establish restoration priorities and drive vendors to complete work within required timelines.
  • Ensure all restoration activities are completed in accordance with municipal standards, approved construction requirements, permits, and TelMAX standards.
  • Monitor restoration progress from initial construction through final completion and municipal acceptance.
  • Identify and escalate restoration risks, delays, deficiencies, and potential compliance issues.

Vendor Management

  • Act as the primary point of contact for vendors responsible for restoration activities.
  • Establish clear expectations, schedules, deliverables, and completion dates with each vendor.
  • Hold vendors accountable for outstanding restoration work and deficiencies.
  • Conduct regular vendor reviews and follow up on overdue or incomplete work.
  • Coordinate additional resources or corrective action where vendors are unable to meet required timelines.
  • Track vendor performance and identify recurring quality or performance issues.
  • Support vendor performance management, including escalation of persistent non-performance to Construction leadership.

Field Coordination & Quality

  • Conduct regular field inspections to verify that restoration work has been completed properly.
  • Validate that restoration meets municipal, property, and TelMAX requirements.
  • Coordinate the correction of deficient restoration work with vendors.
  • Work with municipalities and inspectors to address restoration-related concerns and deficiencies.
  • Ensure temporary restoration is transitioned to permanent restoration where required.
  • Confirm that completed restoration is properly documented and ready for municipal inspection or acceptance.

Project Tracking & Reporting

  • Maintain an accurate restoration dashboard showing:
    • Outstanding restoration items
    • Vendor assignments
    • Target completion dates
    • Aging of outstanding items
    • Deficiencies and rework
    • Municipal inspection status
    • Completed/closed restoration
  • Provide regular reporting to Construction leadership on restoration progress, risks, and vendor performance.
  • Establish KPIs and reporting mechanisms to measure restoration performance across the FTTH program.
  • Identify trends and recurring issues and recommend process improvements.

Municipal & Stakeholder Coordination

  • Work closely with Municipal Relations and Construction teams to understand municipal restoration requirements and deadlines.
  • Support responses to municipal restoration complaints, deficiencies, and escalations.
  • Coordinate vendor responses to municipal requirements and inspection findings.
  • Help ensure restoration commitments made to municipalities are tracked and delivered.
  • Support the resolution of property-owner restoration concerns where required.

Financial Management

  • Monitor restoration costs and vendor spend against approved budgets.
  • Identify potential cost overruns, unauthorized work, and additional restoration costs.
  • Review vendor restoration claims and supporting documentation as required.
  • Escalate material cost variances and financial risks to Construction leadership.
  • Support the recovery of costs from vendors where restoration deficiencies or rework are attributable to vendor performance.

Key Performance Indicators (KPIs)

Accountable for improving and maintaining performance against key restoration metrics, including:

  • Percentage of restoration completed within required timelines
  • Aging of outstanding restoration items
  • Number of overdue restoration items
  • Municipal restoration deficiencies
  • Restoration rework rate
  • Vendor restoration performance
  • Time from construction completion to final restoration
  • Time from deficiency identification to correction
  • Number of open municipal complaints related to restoration
  • Restoration cost per home/premise
  • Percentage of builds achieving municipal closeout/acceptance

What You Bring:

  • Accountability: Takes ownership of restoration outcomes and drives issues to closure.
  • Vendor Management: Holds vendors accountable while maintaining productive working relationships.
  • Execution: Focuses on completing work and closing outstanding items rather than simply tracking them.
  • Organization: Maintains accurate records, priorities, schedules, and follow-ups across a large program.
  • Problem Solving: Quickly identifies root causes and develops practical solutions to restoration challenges.
  • Communication: Clearly communicates expectations, deadlines, deficiencies, and escalations.
  • Attention to Detail: Ensures restoration meets municipal and telMAX standards.
  • Leadership: Influences vendors and internal stakeholders to achieve results without necessarily having direct authority over them.
  • Continuous Improvement: Identifies opportunities to improve restoration processes, vendor performance, and overall construction closeout.

Experience:

  • 5+ years of experience in construction, restoration, civil construction, telecommunications, utilities, or a related field.
  • Experience managing construction or restoration vendors.
  • Experience working with municipalities, inspectors, or right-of-way requirements is strongly preferred.
  • Experience in FTTH, telecommunications, utility construction, or civil construction is an asset.
  • Strong understanding of construction restoration practices, including asphalt, concrete, landscaping, sod, topsoil, curbs, sidewalks, and related municipal infrastructure.
  • Strong project and vendor management skills.
  • Excellent organizational and time-management abilities.
  • Ability to manage multiple projects, vendors, and geographic areas simultaneously.
  • Strong communication, negotiation, and conflict-resolution skills.
  • Strong analytical and reporting capabilities.
  • Proficiency with Microsoft Office and construction/project management systems.
  • Valid driver's licence and ability to travel regularly to construction sites.

Success in this role will be measured by the Restoration Manager's ability to take ownership of the restoration backlog, establish clear accountability with vendors, reduce aging and outstanding deficiencies, and consistently drive restoration through to final completion and municipal acceptance.
