The Opportunity

Reporting to the Manager of Communications Operations, Brand & Governance, the Senior Advisor will work as part of an integrated communications team, with a focus on effective emergency response for the TC Energy External Relations department across Canada, the U.S. and Mexico.

This role provides oversight of the External Relations emergency management, preparedness and response program — strengthening organizational readiness and supporting communications during operational incidents, business continuity disruptions and other crisis situations.

Combining strategic communications expertise with emergency preparedness experience, the position will play a crucial role in the development of communications plans, training programs, exercises and response strategies that help External Relations effectively support the business before, during and after disruptive events.

In addition to emergency response responsibilities, the position will contribute to priority communications projects and initiatives across the team, providing strategic counsel, planning and execution support as needed.

The successful candidate will combine strategic thinking, a dedication to continual improvement and consistent execution to protect and enhance TC Energy’s reputation. This role requires flexibility to provide support outside regular business hours when needed, including participation in the External Relations on-call program.

Note: We request all applicants to please include a cover letter at the beginning of their resume.

What you'll do

  • Lead and support the External Relations emergency response program including plans, initiatives, tactics and on-call administration to meet the needs of our teams in Canada, U.S. and Mexico
  • Lead and support priority communications projects and initiatives across External Relations, bringing strategic communications expertise to emerging business needs and enterprise priorities
  • Lead the development and continuous improvement of communications preparedness, response plans, tools and resources that support effective communications during incidents and business disruptions
  • Provide strategic communications counsel to leaders and business partners, translating complex business priorities into clear recommendations, messaging and communications approaches
  • Design and lead training programs, simulations and exercises that build responder capability, enhance preparedness and strengthen confidence during high-impact events
  • Develop clear, audience-focused messaging, content and communication materials for a variety of channels and audiences
  • Advise and coach responders and leaders to support effective decision-making, communications and coordination during incidents
  • Lead External Relations' participation in enterprise preparedness initiatives, partnering across the organization to strengthen response capabilities, enhance communications readiness and support coordinated management of significant incidents and disruptions
  • Coordinate and maintain on-call processes and resources that support effective incident response across the External Relations network
  • Execute governance to ensure annual training requirements are met for approximately 70 External Relations representatives
  • Monitor training participation, responder capability and program effectiveness to support continuous improvement across the External Relations emergency response program
  • Build strong relationships across Operations, Emergency Management, Enterprise Security, HR and External Relations teams to strengthen preparedness and support coordinated organizational response efforts
  • Advance new approaches, materials and tools to support the External Relations on-call team to improve their on-call experience
  • Maintain the program’s SharePoint hub, including site hygiene, information architecture, document organization and access to current materials
  • Establish and maintain communication governance processes, standards and tools to support consistency, accountability and operational excellence
  • Monitor, measure and evaluate communications effectiveness and apply insights to strengthen future strategies and approaches.

Minimum Qualifications

  • Bachelor’s degree in communications, public relations, journalism, political science or a related field
  • 6-8+ years of progressive experience in strategic communications, project communications, public affairs or a related field
  • Experience leading emergency management, preparedness, resilience or business continuity programs in a complex organization

Preferred Qualifications

  • Demonstrated ability to manage incidents
  • Knowledge or certification in ICS 300 as well as ICS Public Information Officer or ICS Liaison Officer roles
  • Strong understanding of emergency management, business continuity and organizational resilience principles
  • Ability to support incident response as required during office hours; provide guidance outside office hours
  • Experience working with individuals from all levels of an organization, from field support to senior leaders
  • Ability to write materials and analyze situations to provide response recommendations quickly
  • Demonstrated resourceful problem solving when situations go off-script
  • Background in Safety or Security communications
  • Familiarity with the Microsoft 365 suite including OneDrive and Teams

This position requires candidates to:

  • Be available for extended work hours outside of standard business hours
