Job Description:

KEY ACCOUNTABILITIES

CUSTOMER / BUSINESS

· Own the strategy, operating model, methodology and annual plan for operational resilience scenario testing, aligned to enterprise resilience, risk and regulatory expectations.

· Lead the end-to-end design and execution of severe-but-plausible scenarios that test the ability of critical operations and supporting services to remain within approved impact tolerances.

· Partner with business, technology, cybersecurity, third-party risk, facilities, crisis management, business continuity, data and control functions to develop credible, cross-functional scenarios and clear test objectives.

· Define scenario assumptions, injects, participant roles, decision points, evidence requirements, success criteria and evaluation methods for tabletop, simulation and progressively more rigorous testing activities.

· Ensure tests assess the full end-to-end service chain, including people, process, technology, data, premises, suppliers, interdependencies, communications and governance.

· Facilitate executive and operational testing sessions, creating an environment that supports realistic decision-making, constructive challenge and disciplined documentation of outcomes.

· Evaluate test performance against impact tolerances, recovery objectives, service commitments and established controls; clearly articulate vulnerabilities, dependencies and potential customer or business impacts.

· Translate findings into actionable remediation plans with accountable owners, target dates, validation criteria and risk-based prioritization; monitor closure and escalate overdue or ineffective actions.

· Produce concise executive reporting on test coverage, outcomes, recurring themes, risk trends, readiness and remediation progress for senior leadership and governance committees.

· Provide subject-matter expertise and consultation to stakeholders on scenario design, resilience testing practices, lessons learned and continuous improvement.

SHAREHOLDER / RISK & GOVERNANCE

· Establish and maintain scenario testing standards, procedures, templates, quality controls and a defensible evidence repository that support consistent execution and independent review.

· Maintain a risk-based testing universe and multi-year roadmap that reflects critical operations, material vulnerabilities, emerging threats, significant change, incidents and prior test results.

· Provide effective challenge to scenario scope, assumptions, recovery strategies, dependency mapping and management assertions to ensure tests are sufficiently demanding and outcome focused.

· Ensure testing activities comply with applicable internal policies, the enterprise risk-management framework and relevant regulatory expectations for operational resilience and business continuity.

· Coordinate with Risk, Compliance, Internal Audit and regulatory engagement teams; support examinations, audits and management responses with clear evidence of testing and remediation governance.

· Identify systemic themes and concentration risks across scenarios and recommend enterprise-level improvements to strategy, investment, controls and response capabilities.

· Lead or contribute to governance forums, presenting material findings, risk acceptances, remediation status and decisions requiring executive attention.

· Forecast and manage team capacity, external support and program financials in line with investment governance and approved budgets.

· Drive integration with incident management, crisis exercises, business continuity testing, technology disaster recovery and third-party testing to reduce duplication and improve enterprise insight.

EMPLOYEE / TEAM

· Lead and develop a high-performing team of scenario testing professionals, setting clear objectives, accountabilities, quality expectations and performance measures.

· Build team capability in operational resilience, facilitation, scenario design, risk analysis, service mapping, data interpretation, executive reporting and constructive challenge.

· Plan and allocate resources across concurrent tests and remediation reviews, balancing business priorities, risk, complexity and delivery timelines.

· Provide coaching, career development, succession planning, recruitment and regular performance feedback for team members.

· Foster an inclusive culture of professionalism, curiosity, collaboration, disciplined execution and continuous improvement.

· Establish strong relationships across business and technology teams, control functions, program leaders and external specialists to deliver integrated outcomes.

· Promote knowledge sharing, reusable methods, lessons learned and common tooling across operational resilience and related assurance teams.

BREADTH & DEPTH

· Deep expertise in operational resilience scenario testing, exercise design, business continuity, crisis management, technology resilience or a closely related risk discipline.

· Demonstrated ability to lead complex, enterprise-wide tests involving senior executives and multiple business, technology, control and third-party stakeholders.

· Strong understanding of critical operations, impact tolerances, end-to-end dependency mapping, recovery strategies, control assessment, remediation governance and risk acceptance.

· Advanced facilitation and written communication skills, including the ability to convert complex test observations into clear decisions, risk statements and executive-level reporting.

· Strong judgment and constructive-challenge capability, with confidence operating in ambiguous, time-sensitive and high-impact situations.

· Experience establishing or maturing a scenario testing framework, including methodology, governance, data, metrics, quality assurance and continuous improvement.

· Future-focused thought leadership, with awareness of emerging operational, cyber, technology, geopolitical, climate, supplier and physical disruption scenarios.

· Accountability for a team or function of moderate-to-large size, scope, risk and complexity; generally reports to an executive role.

EXPERIENCE & EDUCATION

· University degree or equivalent professional experience in business, risk management, technology, emergency management, security or a related discipline.

· 10+ years of relevant experience, including significant experience in operational resilience scenario testing, exercise management, business continuity, crisis management, technology resilience or enterprise risk.

· People-leadership experience with demonstrated success building capability, managing senior stakeholders and delivering complex cross-functional programs.

· Hands-on experience designing and facilitating tabletop exercises, simulations or other scenario-based tests and converting outcomes into measurable remediation plans.

· Experience within a large, complex and regulated financial institution is strongly preferred.
