Lead High-Impact Technology Partnerships and Modernization Initiatives

Are you a strategic technology leader who excels at building partnerships, influencing decision-making, and driving digital transformation? As the Senior Manager, Sector Technology Partnerships, you will serve as a key technology liaison between OPS IT organizations, partner ministries, and Ontario's broader digital health sector, leading technology partnerships that support government priorities and service modernization. Working at the intersection of technology strategy, governance, and stakeholder engagement, you will provide executive-level advice, help align sector initiatives with government technology direction, and identify opportunities for interoperability, technology reuse, shared services and integration. This is a unique opportunity to influence complex transformation initiatives, strengthen cross-sector collaboration, and deliver lasting public value.

The Ontario Public Service: Strengthening Ontario, Together.

A career in the Ontario Public Service (OPS) is driven by purpose. We're building a stronger Ontario by delivering programs and services that make a real difference in people's lives. If you share this ambition, you'll find a workplace that reflects the diversity of the people we serve and empowers you to lead with confidence.

Why Your Leadership Belongs Here

  • Purpose that drives you: Lead work that matters. Your leadership will shape policies, programs, and services that improve lives across the province—every day.
  • A culture that supports you: Thrive in a flexible, inclusive, and respectful workplace that values your well-being and empowers you to bring your whole self to work.
  • A career that grows with you: Explore leadership opportunities across ministries and sectors. With access to mentorship, learning, and mobility, your career can evolve here.
  • Recognition that reflects your impact: We value the difference you make. You'll receive competitive pay, a defined-benefit pension, and benefits that support your well-being—plus meaningful recognition for your contributions.

About the job

We believe great leadership starts with high standards and strong support. In the OPS, that means showing up with authenticity, acting with integrity, and having the courage to do what's right, even when it's hard.

As a leader, you'll shape a team culture that sparks innovation, supports collaboration, and champions inclusion. You'll help build a workplace that is diverse, anti-racist, and accessible, where everyone feels safe, respected, and able to thrive.

You won't be doing it alone. We invest in our leaders through mentorship, learning opportunities, and cross-ministry networks that help you grow your impact and connect with peers across the organization.

Leadership is about impact, and in this role, you'll have the opportunity to make a meaningful one.

You will:
  • Lead sector technology partnerships and provide strategic advice by representing MPBSDP in governance forums, steering committees, and delivery tables, and advising ministries and sector partners on government technology directions, priorities, investment decisions, risks, dependencies and emerging opportunities.
  • Drive technology strategy, governance, and architecture alignment by providing expert guidance on technology architecture, procurement, and delivery approaches, while ensuring compliance with government legislation, policies, standards, interoperability frameworks, and integration requirements and promoting alignment with enterprise technology directions and approved government technology standards
  • Advance interoperability, integration and technology modernization by identifying opportunities for shared services, technology reuse, common platforms, and coordinated technology approaches across government and sector organizations.
  • Support executive decision-making and portfolio oversight by providing strategic advice and recommendations to senior leaders, preparing executive briefings and decision-support materials, and monitoring sector technology portfolios to identify risks, dependencies, opportunities, value realization outcomes and performance outcomes.
  • Lead and develop high-performing teams and partnerships by fostering collaboration across government and sector organizations, managing priorities and resources, coaching staff, driving continuous improvement, and promoting a culture of innovation, accountability, and excellence while strengthening interoperability, governance, and service delivery outcomes.
Your ability to align your team's efforts with broader organizational goals will be key to your success, and to the success of the people we serve.

The division brings these environments together through technology strategy, digital modernization, interoperability and integrated solutions that support better service delivery and outcomes for Ontarians.

Successful candidates will report to Kelly Garant, Director of Digital Technology Strategy. With 20 years of experience leading strategy, governance, portfolio management, technology planning, and organizational transformation in the OPS, Kelly works closely with division leadership to help shape priorities, investments, and modernization efforts across the organization. She is seeking a collaborative leader who enjoys working through complexity, building trusted relationships, and identifying opportunities to improve technology outcomes through partnership, innovation, interoperability, and strategic thinking.
