The Senior Technical Program Manager (STPM) reports to the Director, Technical Program Management. The STPM owns end-to-end plan management and delivery execution for highly complex technical programs across EQ Bank's Digital Banking ecosystem, with a strong emphasis on measurable business value, customer outcomes, reliability, and usability.
The STPM leads execution across multiple interdependent teams and domains, proactively surfaces technical and non-technical risks, establishes mitigation plans, manages complex dependencies, drives decisions, and enables alignment across Engineering, Product, Business, Enterprise partners, and third parties. The STPM applies company policies and Enterprise Change Management requirements while balancing governance with modern product and technology delivery practices.
The STPM operates effectively where scope, ownership, or the delivery path is ambiguous. The role is expected to build strong cross-functional relationships, influence senior stakeholders without authority, resolve escalated delivery constraints, and provide clear executive-level visibility of program health, trade-offs, and decisions.
Main Activities:
- Establish integrated, outcome-focused execution plans for highly complex programs spanning multiple teams, systems, or business domains.
- Own delivery from initiation through implementation, maintaining a single source of truth for outcomes, scope, milestones, decisions, risks, dependencies, and program health.
- Proactively identify and manage complex technical and non-technical dependencies, including negotiation with Director-level and senior stakeholders to secure decisions, capacity, or priority alignment.
- Anticipate and mitigate material risks and issues that could affect customer outcomes, regulatory commitments, operational readiness, or delivery objectives.
- Lead program governance and Steering Committee forums, presenting clear options, trade-offs, recommendations, and decisions required.
- Influence quarterly and roadmap planning by identifying cross-program dependencies, sequencing constraints, and delivery risks.
- Mentor and support other Technical Program Managers through practical guidance, peer review, and knowledge sharing.
- Contribute to the evolution of Technical Program Management standards, tools, and ways of working based on delivery experience.
Knowledge and Skill Requirements:
- Demonstrated success delivering highly complex technology programs that support business objectives and customer outcomes.
- Advanced business and technical acumen, with the ability to navigate complexity across systems, processes, organizations, and stakeholders.
- Advanced collaboration, relationship-building, executive communication, influencing, and facilitation skills across all levels and functions.
- Advanced analytical thinking and problem-solving skills, including the ability to structure ambiguous problems and drive timely decisions.
- Strong knowledge of delivery governance, risk management, change management, controls, and implementation readiness for complex technology programs.
- Ability to coach peers, raise delivery quality, and contribute to consistent Technical Program Management practices without direct authority.
- Experience in the regulated Financial Services or Insurance industry is preferred.
- Seven or more years of experience leading complex technology programs through the full product or software delivery lifecycle (PDLC or SDLC).
Accountability:
- Own end-to-end plan management and delivery coordination for highly complex technical programs, including initiation, planning, execution, risk and dependency management, readiness, implementation, go-live, and transition activities.
- Maintain an accurate, executive-ready source of truth for program health, outcomes, milestones, risks, issues, dependencies, decisions, and required actions.
- Ensure stakeholders understand program goals, priorities, trade-offs, and decisions required to maintain progress.
- Drive alignment and delivery discipline across multiple teams and organizational boundaries, resolving or escalating material constraints.
- Lead governance forums and Steering Committees for assigned programs, ensuring decisions and accountabilities are clear and followed through.
- Apply established standards and controls while recommending improvements that strengthen consistency, quality, and supportability of delivery practices.
- Ensure effective change intake, risk, compliance, security, audit readiness, implementation readiness, and operational transition for assigned programs.
- Provide practical mentoring and delivery leadership beyond assigned programs when needed.
