This position plays a key role in advancing business improvements, strengthening performance measurement and supporting evidence-based decision-making across a complex and evolving municipal service environment.

As a senior member of the Business & Innovation Division, you will provide senior analytical leadership, staff supervision and operational coordination for the Business Improvement Team (BIT). Working collaboratively with departmental leadership, operational teams and corporate partners, you will identify opportunities, streamline processes and implement practical, sustainable improvements.

The ideal candidate combines strong business analysis and project management skills with the ability to independently lead complex initiatives from initial assessment through implementation and evaluation. You are comfortable navigating competing priorities, translating operational challenges into actionable recommendations, and delivering high-quality work within established timelines.

Key responsibilities include:

  • Lead cross-divisional business process reviews and improvement initiatives, identifying opportunities to improve efficiency, service delivery, consistency and accountability.
  • Conduct operational reviews, needs assessments and options analysis; document current and future processes; and develop practical recommendations and business cases for management.
  • Lead and coordinate business improvement and modernization initiatives, including developing work plans, defining deliverables, establishing timelines, identifying resource requirements and evaluating outcomes.
  • Supervise assigned Business Improvement Team staff, including establishing priorities, assigning and reviewing work, monitoring deliverables and quality, providing coaching and feedback, evaluating performance and supporting employee development.
  • Strengthen departmental business intelligence and performance reporting by developing consistent performance measures and data definitions, validating data quality, analyzing trends and recommending service improvements.
  • Support the development and refinement of forecasting methodologies and operational analytics to inform departmental planning and resource allocation.
  • Collaborate with departmental divisions, ICT and other corporate partners to define business requirements and coordinate system improvements, testing, documentation, training and implementation.
  • Support organizational change by engaging stakeholders, assessing operational impacts and helping teams adopt and sustain new processes and practices.
  • Prepare clear, concise reports, presentations, business cases and recommendations for departmental leadership and other stakeholders.

Minimum Qualifications

The successful candidate will possess:

  • A bachelor's degree in Business Administration, Public Administration, Business Analytics, Planning, Economics, Information Systems, Commerce or a related discipline, or an equivalent combination of education, training and experience.
  • A minimum of five years of progressively responsible experience in business analysis and business process improvement, including independently leading complex initiatives involving multiple business areas.
  • A minimum of two years of direct staff supervisory experience, including assigning and reviewing work, establishing priorities, coaching employees, evaluating performance and supporting employee development.
  • Thorough knowledge of the principles, methodologies, tools and standards applicable to business analysis, business process improvement, project management, change management and performance measurement.
  • Considerable knowledge of continuous improvement methodologies and quality improvement tools, including Lean or Six Sigma, and their application to organizational processes and service delivery.
  • Considerable knowledge of municipal processes, procedures, bylaws, policies and departmental objectives relevant to the work.
  • Considerable knowledge of business intelligence, performance indicator development, operational risk assessment, forecasting and trend analysis to support planning and evidence-based decision-making.
  • Considerable knowledge of software applications and enterprise business systems used to support business processes, reporting and operational improvements.
  • Demonstrated ability to independently plan, prioritize and deliver complex business improvement initiatives, establish realistic timelines, manage competing priorities and ensure the quality and timely completion of deliverables.
  • Demonstrated ability to critically analyze complex business problems, assess options and develop practical, evidence-based recommendations.
  • Demonstrated ability to supervise professional staff engaged in business analysis and improvement initiatives, provide clear direction and maintain accountability for work quality and results.
  • Demonstrated ability to lead and implement organizational change through collaboration, consultation and effective stakeholder engagement.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders, exercising tact, discretion and sound judgment.
  • Excellent oral and written communication skills, including the ability to translate complex technical and operational information into clear, concise and actionable recommendations.
  • A valid Class 5 BC Driver’s Licence.

Preferred Qualifications
