Access Communications Co-operative is seeking a highly motivated professional to join our team. We are looking for a collaborative, detail-oriented, and proactive individual who excels at understanding business needs, identifying opportunities for improvement, and translating requirements into effective solutions. Access is a fast-paced, dynamic organization with a positive, team-oriented work environment. As one of Saskatchewan’s Top Employers, we offer competitive compensation, professional development opportunities, and a comprehensive benefits package.
POSITION SUMMARY:
The Business Systems Analyst (BSA) is a permanent position responsible for documenting and maintaining how Access Communications operates, its business processes, workflows, business rules, and required outcomes and for translating that understanding into requirements for the systems that support the business. The initial assignment is the multi-year conversion of our Operations and Business Support Systems (OSS/BSS), covering ordering, provisioning, billing, service assurance, and customer care for Internet, TV, home phone, AccessMobile, and security services. The BSA leads and facilitates the process discovery program that starts the conversion: working with every business unit to map its current processes and workflows, capture the outcomes each process must achieve, and obtain business sign-off on that documentation. The BSA then carries that work into future-state design, requirements, data validation, testing, and cutover, acting as the functional bridge between the business, legacy system SMEs, Systems Analysts, and the new platform vendor. After the conversion, the BSA continues as the organization’s Business Systems Analyst: owning the process and business rules repository, analyzing and specifying business changes to the OSS/BSS platform, and driving ongoing process improvement. Strong facilitation skills, disciplined process modeling and requirements practice, and the ability to work credibly with both front-line staff and technical teams are essential. Experience in a telecommunications or subscription-billing environment, and with IBM (AS/400) billing platforms, is a significant asset.
PRIMARY ACCOUNTABILITIES:
A. Process Discovery and Documentation (conversion phase)
Plan and run the process discovery program across all business units, including Customer Care, Billing and Collections, Finance, Sales and Marketing, Product Management, Provisioning, NOC, Field Operations, Network Engineering, Wireless, Video/Headend, Regulatory, and Information Systems. Build the discovery schedule, secure SME participation, and track coverage.
- Build and maintain an enterprise process inventory (process hierarchy from value stream to task level), aligned where practical with the TM Forum eTOM framework, as the master list of what must be documented.
- Facilitate workshops, interviews, and job observation to document current-state (AS-IS) processes and workflows, including hand-offs, systems and data used, manual workarounds, exceptions, volumes, and pain points.
- For each process, document the required business outcomes independent of how the legacy system delivers them: what the process must achieve, how success is measured, the controls it provides, and the regulatory or contractual obligations it satisfies.
- Apply a consistent modeling standard (BPMN 2.0) and store all artifacts in a central, version-controlled repository. Obtain formal sign-off from the accountable business owner for each documented process and its outcomes.
- Work with legacy system SMEs to surface business rules embedded in the AS/400 billing platform (DB2 tables, RPG programs, and batch jobs) and document them as explicit, reviewable business rules.
- Working with appropriate business owner, identify all applicable regulatory and compliance requirements that the new platform must support, including current and future CRTC obligations related to customer service, consumer protections, service delivery, and self-service capabilities.
B. Future-State Design, Requirements, and Delivery (conversion phase)
- Facilitate future-state (TO-BE) process design with business units and the platform vendor. Favour the platform’s standard processes and configuration over replicating legacy customizations, and document fit/gap decisions and their rationale.
- Challenge existing processes and legacy practices where appropriate, and identify opportunities to simplify, standardize, eliminate unnecessary steps or automate processes before they are incorporated into the future-state design.
- Translate approved processes and outcomes into business requirements, business rules, and user stories with acceptance criteria. Maintain a traceability matrix linking each process and outcome to its requirements and test cases.
- Establish a structured hand-off with Systems Analysts, integration, development, and vendor teams, acting as the primary functional bridge so that business intent is carried accurately into configuration, integration, and data mapping.
- Define the business meaning of legacy data, support the mapping of legacy data to the target data model, and define business validation and reconciliation rules for data migration and parallel billing runs.
- Plan and support user acceptance testing: develop test scenarios from the process maps, coordinate business testers, and triage defects with the delivery teams.
- Assess the impact of process changes on each business unit and provide input to training, updated procedures, and cutover readiness.
- Report discovery coverage, open decisions, risks, and issues to project leadership.
C. Business Systems Analysis (ongoing, post-conversion)
- Own the process and business rules repository as the authoritative record of how Access operates, and keep it current as processes and systems change.
- Receive, analyze, and document business change requests to the OSS/BSS platform, including new products, pricing, and regulatory changes. Perform impact analysis and write requirements.
- Assess vendor platform releases for business impact, and coordinate business regression testing.
- Measure processes against their documented outcomes, and identify and lead improvement and automation opportunities with business owners.
- Support internal and external audits and regulatory compliance reviews with current process and control documentation.
Other Accountabilities
- Stay current with business analysis practice and industry trends and propose improvements.
- Liaise with team members in other departments to resolve issues; keep stakeholders informed and assist others as appropriate.
- As an ambassador for the organization, demonstrate professionalism in accordance with the organization’s values.
- Attend business meetings; provide reports as required.
- Adhere to corporate policies and procedures, including health and safety.
- Participate in special projects or other assignments as directed.
- Work outside regular business hours may be required during cutover events and major releases.
QUALIFICATIONS:
Education
An undergraduate degree or diploma in Business, Information Systems, Computer Science, or a related discipline. An equivalent combination of education and experience will be considered.
Certifications, Licenses, Designations
- Must have a valid Class 5 driver’s license (travel to business locations and communities is required).
- IIBA CBAP or CCBA, PMI-PBA, or Lean/Six Sigma certification is an asset.
Experience – Level: 7 – 10 years
- Seven to ten years of progressive experience in business analysis, business systems analysis, process improvement, or a related role, including at least four years leading process discovery and requirements work.
- Demonstrated success facilitating process mapping workshops with non-technical stakeholders across multiple departments, and obtaining business sign-off on the results.
- Hands-on experience modeling processes in BPMN 2.0 using tools such as Visio, Lucidchart, Signavio, or Bizagi.
- Experience on at least one major system replacement (billing, CRM, ERP, or OSS/BSS) through discovery, requirements, testing, and cutover.
- Experience with the telecommunications order-to-cash and trouble-to-resolve lifecycles, or with a comparable subscription billing environment (utilities, cable, or similar), is strongly preferred.
Technical Competencies / Skills
- Requirements elicitation and documentation: business requirements, business rules, user stories with acceptance criteria, and requirements traceability.
- Working knowledge of relational data concepts and SQL sufficient to validate data, investigate business rules, and support data mapping.
- Understanding of billing, CRM, order management, product catalog, provisioning, and field service management systems.
- Strong written communication: produces clear process documentation and translates technical detail into plain language for business audiences, and business needs into precise requirements for technical teams.
Additional Qualifications (Assets)
- Experience with IBM i (AS/400) platforms and DB2, and the ability to read RPG programs to confirm business logic.
- Familiarity with TM Forum frameworks (eTOM, SID, Open APIs).
