City employees deliver the services, run the programs and operate the facilities which make a difference in our community. We support work-life balance, promote physical and psychological safety, and offer competitive wages, pensions, and benefits. Together we make Calgary a great place to make a living, a great place to make a life.

The City is committed to fostering a respectful, inclusive and equitable workplace which is representative of the community we serve. We welcome those who have demonstrated a commitment to upholding the values of equity, diversity, inclusion, anti-racism and reconciliation. Applications are encouraged from members of groups that are historically disadvantaged and underrepresented. Accommodations are available during the hiring process, upon request.

Join a team that helps The City identify emerging issues early, understand their significance and respond with greater coordination and confidence.
As the Issue Intelligence & Analysis Strategist, you will combine strategic analysis, technical capability and strong communication skills to turn information from across the organization and external environment into clear, timely and decision-ready intelligence.
Working within Enterprise Risk and Issues Management, you will monitor emerging and ongoing issues, identify patterns and early warning signals, and assess potential implications. You will design and develop dashboards, monitoring tools and other intelligence products that bring together information from multiple sources and strengthen The City's Corporate Issues Program.
Just as importantly, you will translate complex data and technical analysis into clear insights, compelling visual products and practical information for a wide range of audiences, from operational teams and subject matter experts to senior leaders. You will also coordinate assigned issue files or components of larger enterprise responses by validating information, identifying gaps, tracking actions and connecting contributors across the organization. Primary duties include:

  • Lead environmental scanning and issue intelligence across internal and external sources to identify emerging issues, trends, recurring concerns, weak signals and potential escalation indicators.
  • Analyze complex and rapidly changing information to identify patterns and assess urgency, visibility and potential implications for City services, public trust, reputation, Council readiness and corporate priorities.
  • Design, develop and continuously improve intelligence products and tools, including dashboards, issue-monitoring and tracking tools, environmental scans, trend analyses, early warning assessments, issue profiles and analytical reporting.
  • Translate intelligence and reporting needs into practical technical solutions that collect, organize, integrate, analyze and visualize information from multiple sources to support consistent issue identification, assessment and monitoring across the Issues Program.
  • Translate complex data, analysis and technical information into clear and meaningful insights for technical and non-technical audiences through accessible dashboards, visualizations, briefing materials, presentations and other decision-support products.
  • Coordinate assigned issue files or components of larger enterprise responses by validating and synthesizing information, identifying gaps and tracking actions, commitments, dependencies, timelines and unresolved items.
  • Work across Business Units and corporate functions to establish information requirements, validate findings, reconcile inconsistent information and build a shared understanding of emerging issues, trends and potential implications.
  • Strengthen The City's issue intelligence capability by maintaining and improving tools and reporting approaches, identifying opportunities for better information use, and contributing to continuous improvement of corporate issue management practices.

Qualifications

  • A degree in public policy, business administration, data analysis, business analytics, data science, statistics or a related discipline, plus at least 7 years of progressively responsible experience in issues management, strategic or policy analysis, research and analysis, data-informed decision support, business intelligence, risk management, corporate reporting or related work.

  • Demonstrated experience designing or developing dashboards, analytical tools, reporting solutions or other data-informed products that support monitoring, analysis and decision-making.

  • Experience with municipal government, environmental scanning, enterprise risk management, data visualization, business intelligence or issues management, and relevant technical or analytical certifications, would be considered an asset.
  • Demonstrated ability to gather, structure, analyze and synthesize complex information from multiple sources and identify meaningful patterns, trends and insights.
  • Demonstrated ability to translate complex data, analysis and technical information into clear, accessible and decision-ready products for technical and non-technical audiences,

    including senior leaders.

  • Experience coordinating complex, cross-functional work involving multiple contributors, competing priorities and incomplete or evolving information.

  • Strong analytical, writing, visualization, facilitation and relationship-management skills, with sound judgment in politically sensitive, publicly visible or time-sensitive situations.

Pre-employment Requirements

  • Successful applicants must provide proof of qualifications.
  • Applicants will be tested for appropriate skills.
  • A security clearance will be conducted.
  • A media check may be conducted.
