The position provides cross-functional coverage in response to workload demands, staff absences, and business continuity needs, helping to ensure licensing and examination files and workflows are managed efficiently, accurately, consistently, and in accordance with governing legislation, Council Rules, policies, and departmental procedures.

Duties and Responsibilities

  • Assist Licensing Officers by processing routine, low-complexity licence applications, amendments, and other assigned licensing transactions; responding to routine renewal-related inquiries; and escalating complex, regulatory, sensitive, or higher-risk matters for review.
  • Support the Examinations team by processing examination-related requests, maintaining records, responding to routine inquiries, and assisting with examination administration and high-volume activities, as assigned.
  • Provide coverage for the Licensing Assistant by processing ATR requests, supervision changes, and other routine licensing transactions received through email, online portals, and internal workflows.
  • Provide cross-functional coverage during staff absences, vacations, training, peak workload periods, and other periods of increased operational demand to maintain service standards, processing timelines, and business continuity.
  • Triage, assess, and respond to routine licensing inquiries from applicants, licensees, industry stakeholders, and the public, providing accurate information and escalating complex, regulatory, sensitive, or high-risk matters to the appropriate staff member.
  • Maintain complete, accurate, and up-to-date licensing records by entering, reviewing, validating, and updating information within the licensing management system while ensuring all relevant communications, decisions, and file activities are properly documented.
  • Prepare, maintain, and distribute operational reports, statistics, and other departmental information, including application volumes, licences issued, service metrics, and workload reports, to support operational monitoring and decision-making.
  • In collaboration with the Data Quality Administrator, support data quality and records management activities by identifying, investigating, validating, and, where appropriate, resolving incomplete, duplicate, inaccurate, or inconsistent information within licensing systems and databases.
  • In collaboration with the Licensing Regulatory Specialist, monitor pending, outstanding, and incomplete licensing matters, follow up on required information or next steps, and help ensure files are managed proactively and processed in a timely manner.
  • Draft, prepare, and distribute routine internal and external correspondence, notifications, and communications related to licensing applications, licensing requirements, renewals, amendments, and administrative processes.
  • Identify and recommend opportunities to improve workflows, enhance operational efficiency, strengthen data quality, and support continuous improvement initiatives within the Licensing & Examinations department.
  • Participate in departmental projects, working groups, and cross-functional initiatives that support organizational objectives, service excellence, and consistent business practices across the organization.
  • Maintain knowledge of applicable legislation, Council Rules, policies, procedures, and licensing requirements to ensure work is performed accurately, consistently, and in accordance with regulatory expectations.
  • Perform other related duties, projects, and responsibilities as assigned by the Manager, Licensing.

Qualifications and Experience

  • Post-secondary degree in a related field, such as business administration, or equivalent work experience. In addition, courses toward a Chartered Insurance Professional (CIP), Canadian Accredited Insurance Broker (CAIB), or similar insurance education are considered an asset.
  • Two to three years of experience in regulatory, financial services, or related fields.
  • Strong data entry and word processing skills, with attention to accuracy and file documentation.
  • Proficiency using Microsoft Office applications and the ability to learn and work within licensing systems and related technology.
  • Demonstrated analytical and critical thinking skills, including the ability to interpret legislation, policies, and regulatory requirements.
