Job description

The vision for Infrastructure Services (IS) is to inspire unwavering trust among citizens and Council in our commitment and ability to deliver quality infrastructure. Reporting directly to the LRT Capital Line Extension’s Project Director, the Capital Line LRT Engineering Interface Manager is a critical leadership role that will support the planning, execution, and delivery of multidisciplinary technical scopes—including civil, facilities, structures, rail systems, and Light Rail Vehicles (LRVs). In this high-profile position, you will act as the primary point of contact for interface-related matters, facilitating communication between technical teams, driving value engineering, and ensuring the seamless integration of this major extension with the existing LRT Capital Line across all design and construction activities.

The ideal candidate brings strong technical and interface management experience from complex, multi-disciplinary railway projects, guiding them through design, construction, testing, commissioning, and handover stages under alternative project delivery methods. You will provide expert interdisciplinary oversight to manage risks, resolve engineering conflicts, and ensure compliance with the City’s High Floor LRT Design Guidelines. Working collaboratively with business partners, consultants, and advisors, you will oversee program managers, lead alignment workshops, and support procurement and contract management. If you are a collaborative leader ready to mitigate technical gaps and shape the future of our city's transit landscape, we invite you to apply.

What will you do?

  • Manage and coordinate all technical interface points across civil infrastructure, facilities, structures, systems, and new Light Rail Vehicles (LRVs) throughout the Design-Build construction phase, and through testing, commissioning, and final handover
  • Lead comprehensive interface management and interdisciplinary compatibility reviews to ensure all technical scopes align seamlessly
  • Maintain and oversee a detailed project interface plan and register to track all interface points, ensuring critical issues are escalated to leadership with actionable recommendations
  • Maintain keen awareness of ongoing design progress to identify risk areas, develop mitigation strategies, and resolve conflicts before they impact project success
  • Partner with the Project Manager, technical discipline leads (City, Owner’s Engineer, Contractors), and internal business partners to ensure timely resolution of interface conflicts
  • Facilitate workshops and interface meetings with internal and external stakeholders to analyze, address, and resolve complex technical interface issues
  • Act as a peer to the Project Manager within a matrix organization, supporting the Project Director and project management team in guiding project direction and strategic decision-making
  • Identify and implement opportunities for structural and process improvements within broader project and interface management frameworks
  • Provide regular, comprehensive updates on interface status and project integration during routine Capital Line Expansion meetings
  • Build strong relationships with stakeholders at all levels, managing their expectations and ensuring their technical needs are effectively met within the project budget
  • Bachelor's Degree in related field of Engineering
  • Minimum of 10 years progressively responsible engineering and project management experience in building and/or transportation structure projects and contract administration
  • Must be a Professional Engineer (P.Eng) in good standing and registered or eligible to register with APEGA

Assets:

  • Experience with Light Rail Transit/Heavy Rail/Urban Transportation Engineering and managing complex multi-disciplinary projects
  • PMP designation or coursework/training in financial management; public administration; or other leadership training

Skills required for success:

  • Proven experience in LRT design implementation and interface management across civil, systems, and LRV scopes, with a deep understanding of logical construction sequencing, scheduling, and transitioning projects into operational stages
  • Strong understanding of railway/LRT industry standards and construction methodologies
  • Strong project management skills with a demonstrated ability to lead, empower, and build diverse, multi-disciplinary teams of contractors, consultants, and internal advisors on complex infrastructure projects
  • Robust contract management experience—including alternative project delivery methods, procurement selection, and performance evaluation—combined with strong negotiation skills to resolve complex contractual conflicts
  • Exceptional communication and relationship-building skills to work collaboratively with stakeholders, backed by a solid working knowledge of relevant codes, legislation, and regulations
  • Alignment to our Cultural Commitments and Leadership Competencies ()
  • Embracing a culture of equity, diversity, reconciliation and inclusion
  • Applicants may be tested

Conditions of employment & work environment:

  • Up to: 1 permanent full-time position
  • Hours of work: 36.9 hours per week, Monday - Friday
