This is an operations-focused role requiring practical construction or field experience, strong cross-functional coordination, sound judgment, and the ability to turn ambiguity into clear recommendations and actionable support. The Specialist is not expected to be the technical or operational subject matter expert or the project decision-maker; the role owns assigned enablement deliverables, raises implementation concerns, recommends workable options, and coordinates activities within approved scope, direction, and National Operations Services priorities.
What You Will Be Working On
Operational Initiative Implementation and Enablement
• Support priority operational initiatives, systems, technologies, programs, and processes from approved priority through implementation and transition to operations.
• Provide operational input to project and implementation plans, including requirements, dependencies, readiness needs, stakeholder impacts, and supporting deliverables.
• Translate approved priorities into practical workflows, business rules, resources, and adoption support in collaboration with project managers, sponsors, operational leaders, subject matter experts, support functions, and users.
• Coordinate assigned implementation, validation, readiness, rollout, transition, and post-implementation improvement activities within approved scope and direction.
Stakeholder Coordination and Recommendations
• Coordinate consultations, reviews, validation activities, and feedback cycles across operational and functional groups.
• Gather and consolidate stakeholder requirements, identify gaps, competing needs, and trade-offs, and develop clear, practical recommendations for decision-makers.
• Identify implementation risks, dependencies, readiness gaps, system constraints, and resource considerations and communicate their potential impact constructively.
• Escalate material limitations and unresolved decisions and proceed within confirmed direction, while maintaining momentum on work that can safely advance.
Operational Resources, Learning, and Adoption 1
• Develop or coordinate practical operational resources, including procedures, process maps, job aids, user guides, knowledge articles, communications, presentations, and learning materials.
• Work with subject matter experts and operational users to capture, validate, organize, and translate complex information into clear, scalable resources for field, office, technical, and leadership audiences.
• Assess implementation and performance-support needs and recommend the appropriate combination of process clarification, documentation, communication, learning, and system support.
• Support pilots, user testing, facilitator preparation, train-the-trainer activities, targeted communications, implementation, feedback, and practical improvements that strengthen adoption.
Governance, Content Management, and Sustainment
• Identify when ownership, decision rights, approvals, review cycles, maintenance responsibilities, or sustainment expectations are unclear or absent.
• Recommend practical governance, stewardship, ownership, or content-maintenance approaches where gaps could affect implementation or ongoing use.
• Publish or coordinate approved content in SharePoint, Workday, and other platforms, applying standards for plain language, accessibility, terminology, source documentation, document control, and version control.
• Support transition of completed initiatives, resources, and ongoing responsibilities to the appropriate operational or functional owner and use feedback and lessons learned to improve future work.
Qualifications
- Experience in a construction organization, field-based construction environment, industrial operation, project environment, or related operational setting, with firsthand understanding of project realities and the practical needs of field and operational teams. Experience in, or demonstrated aptitude and interest in developing, enablement, writing, learning, and communications capabilities is also required.
- Typically, three or more years of experience supporting operational programs, systems, technologies, processes, documentation, learning, communications, or implementation in a complex environment.
- Experience working with project managers, operational leaders, subject matter experts, technical teams, and users to gather requirements, coordinate reviews, develop recommendations, and support implementation.
- Experience developing or coordinating practical workplace resources such as procedures, process maps, job aids, user guides, knowledge content, communications, or training materials.
- Experience identifying implementation risks, dependencies, readiness gaps, ownership considerations, and sustainment requirements is preferred.
Education
- Relevant post-secondary education is preferred, for example in construction management, engineering technology, business operations, adult education, instructional design, technical writing, communications, or organizational learning. An equivalent combination of construction, operational, implementation, program-development, and enablement experience will be considered.
Knowledge and Skills
- Operations-first mindset and practical understanding of construction, project, field, and operational environments.
- Ability to gather input from multiple parties, identify gaps and competing requirements, and develop clear, workable recommendations.
- Sound judgment and the ability to communicate risks, limitations, trade-offs, dependencies, and unresolved decisions constructively.
- Strong stakeholder coordination, interviewing, facilitation, writing, editing, project coordination, and review-management skills.
- Ability to work effectively with subject matter experts to capture, validate, and organize their knowledge while maintaining appropriate content ownership.
- Ability to organize complex work, track inputs and decisions, manage concurrent deliverables, and support implementation in changing environments.
- Working knowledge of implementation readiness, operational adoption, knowledge management, accessibility, and content lifecycle practices.
Technology Skills
- Proficiency with Microsoft Word, PowerPoint, Teams, SharePoint Online, and Microsoft 365.
Asset
- Experience with e-learning, video and screen capture, process mapping, learning management systems, work management, data visualization, content-development, or operational systems is an asset and may be developed in the role.
