Job description
The Construction Manager, Buildings is responsible for leading the planning, coordination, and execution of the building scope for the Arctic Over the Horizon Radar (AOTHR) project. The role provides overall construction leadership from pre-construction and mobilization through field execution, turnover, and closeout, ensuring the work is delivered safely, efficiently, and in accordance with project requirements, design documents, quality standards, schedule, and budget.

The Arctic Over-the-Horizon Radar Project (A-OTHR) is a major Canadian infrastructure and defense initiative that will play a vital role in strengthening the country's security and surveillance capabilities for generations to come.

As a key partner on this project, Pomerleau is helping deliver innovative infrastructure through a collaborative Integrated Project Delivery (IPD) model alongside industry-leading organizations. Together, the team is designing and building the facilities that will support one of the most advanced radar systems in North America.

This is a rare opportunity to join a project of national significance, where your work will contribute to a lasting legacy of innovation, collaboration, and excellence. What you will do:

• Lead the overall execution of the building construction scope from mobilization through construction, commissioning, turnover, and closeout, ensuring alignment with project objectives, contractual requirements, schedule, cost, quality, and safety expectations
• Provide leadership and direction to superintendents, field supervisors, subcontractors, and construction personnel, establishing clear accountabilities and ensuring work is effectively planned, sequenced, coordinated, and executed
• Oversee multidisciplinary building construction, including foundations, structural steel and concrete, building envelope, architectural finishes, mechanical, electrical, plumbing, HVAC, fire protection, building services, utilities, and equipment integration
• Lead construction planning and constructability reviews, identifying and resolving scope gaps, design issues, sequencing conflicts, interface risks, and other constraints that could impact field execution
• Coordinate construction interfaces between building systems, civil and site works, utilities, electrical and communications infrastructure, and specialized project equipment to support integrated project delivery
• Partner with Project Controls and project leadership to develop and manage construction schedules, look-ahead plans, manpower forecasts, productivity targets, work plans, and recovery strategies while monitoring progress against key milestones and critical-path activities
• Work collaboratively with Engineering, Quality, Procurement, Commercial, and field teams to ensure construction meets approved drawings, specifications, inspection and testing requirements, while proactively managing field changes, deficiencies, non-conformances, cost impacts, and construction risks
• Manage building subcontractor performance and drive progressive completion, testing, commissioning, deficiency resolution, client acceptance, and final handover, ensuring contractual, safety, quality, productivity, schedule, and turnover requirements are achieved

This role could be for you if you have:

• 7+ years of experience in an equivalent role, focus on building experience
• Strong knowledge of building construction methods, sequencing, constructability, subcon-tractor management, and multidisciplinary trade coordination
• Demonstrated experience managing structural, architectural, mechanical, and electrical building scopes
• Experience managing construction from pre-construction and mobilization through com-missioning, turnover, and closeout
• Strong understanding of construction planning, scheduling, cost control, quality management, and change management
• Experience supporting projects with heightened security, confidentiality, or controlled-access requirements is an asset

Pre-employment Requirements:

• Successful completion of reliability clearance prior to start • RRSP with up to 5% employer matching

• Hybrid work model for corporate roles
• Employee stock ownership program
• Career growth through real development opportunities
• Transit pass reimbursement — get to work for free
• Minimum 4 weeks of vacation from day one
