Job description

Headquartered in Toronto, with offices in Montréal and Calgary, the Canada Infrastructure Bank (CIB) invests in infrastructure projects that generate financial returns and meaningful public benefits. The CIB partners with governments and private sector investors to transform how infrastructure is planned, financed and delivered across the country.

To deliver on this mandate, the CIB invests across three distinct platforms: Public Infrastructure, partnering with governments and public-sector entities; Commercial Infrastructure, investing in private sector-led projects that address key risks preventing projects from advancing; and Indigenous Infrastructure, supporting Indigenous participation and long-term community outcomes.

The Strategic Projects team works hands on with project partners to advance their projects through development to an investment-ready state—with a focus on projects with significant benefits to Canada, but complex paths to execution.

Role Overview

Reporting to the Managing Director, Strategic Projects, the Director will serve as a senior member of the team and day-to-day lead for a portfolio of complex, early-stage projects. Working within strategies and priorities established by the Managing Director, the Director will lead integrated CIB deal teams and work hands on with project partners to advance projects toward investment readiness. The role will turn strategic direction into focused plans, decisions and deliverables, while surfacing key risks, trade-offs and recommendations.

The role requires a skilled generalist who can bring together different perspectives, mobilize the right expertise and sustain momentum where the path to execution is unclear. The Director will bring strong project leadership, sound judgment and resilience to complex project environments.

The ideal candidate will have significant project development experience as an owner, investor or advisor, with a track record of advancing large, complex infrastructure projects through multidisciplinary teams, practical solutions and effective stakeholder leadership.

Your responsibilities include

  • Lead the day-to-day development and execution of a portfolio of early-stage, high-impact projects within the strategy and priorities established by the Managing Director
  • Turn project strategy into practical development plans with clear critical paths, milestones, decision points, resources and accountabilities
  • Lead integrated, cross-functional teams, aligning work around the project strategy and bringing the right expertise to issues at the right time
  • Drive projects toward investment and delivery readiness, ensuring the commercial proposition, delivery approach, financing plan and public-interest objectives develop as a coherent whole
  • Monitor performance, budgets, risks and dependencies; resolve issues within delegated authority and escalate material decisions with clear recommendations
  • Partner with transaction teams to shape investable opportunities and transition projects into due diligence, approval and execution
  • Develop and negotiate project development arrangements and proposed terms of CIB participation, bringing recommendations forward for approval
  • Serve as the primary day-to-day CIB contact for project sponsors and key partners, building trust, aligning stakeholders and maintaining momentum
  • Lead strategic assessments, workplans, decision memos, investment materials, governance updates and Board memoranda for Managing Director review and sponsorship
  • Support origination and assessment of strategic project opportunities by building an external network, conducting early diligence and framing development pathways
  • Lead and coach CIB professionals assigned to strategic projects, including colleagues drawn from shared enterprise resources
  • Represent Strategic Projects in internal and external working sessions and support the Managing Director in senior stakeholder and governance discussions

The ideal profile

  • Motivated to deliver nationally significant infrastructure outcomes and help complex projects move from concept toward execution
  • 15+ years of relevant infrastructure, project development, investment, advisory or delivery experience across multiple stages or disciplines
  • Experience with complex infrastructure projects; linear infrastructure and Indigenous engagement experience are strong assets
  • Proven ability to structure ambiguous situations and lead cross-functional teams toward clear milestones and decisions
  • Strong commercial and strategic judgment, with the ability to connect perspectives and turn complex analysis into practical recommendations
  • Highly self-directed and resilient, able to manage competing priorities and maintain momentum as pathways evolve
  • Proven ability to lead and develop professionals through clear direction, coaching, constructive challenge and accountability
  • Strong written and verbal communication skills, with the ability to distill complex issues and recommendations for executive and governance audiences
  • Experience in environments with public-interest mandates, governance oversight and high accountability is an asset
  • Strong relationship-management and influencing skills, with the ability to build trust and align diverse stakeholders without relying on formal authority
  • Bilingualism (French and English) is a significant asset
