The Opportunity

As the Canada Gas Business Development team evolves to support the next phase of growth for TC's regulated natural gas business, the Manager, Regulated Business Development will play a critical leadership role in owning and advancing the growth opportunity across TC's Canadian regulated assets.

Reporting to the Director, Canada Gas Business Development, this position is accountable for identifying, developing, and advancing strategic growth opportunities that support the long-term success of the NGTL System and Canadian Mainline. The role requires strong commercial acumen, exceptional stakeholder management capabilities, executive-level communication skills, and the ability to influence outcomes across a broad range of stakeholders.

The successful candidate will demonstrate end-to-end ownership of the regulated growth portfolio, from strategy development and opportunity identification through commercial development, capital prioritization and approval, and project execution.

Working across Executive Leadership, Finance, Evaluations, Projects, Commercial, Rates, Forecasting, System Design, Capacity Planning, Regulatory, and Operations teams, the Senior Manager will drive alignment, navigate organizational complexity, and provide leadership through all stages of opportunity development and execution.

What You'll Do

  • Partner with Commercial, Forecasting, and System Design to identify, shape, and advance growth opportunities within the regulated business
  • Leverage deep knowledge of the NGTL System and other Canada Gas regulated assets, customer requirements, market fundamentals, and regulatory frameworks to evaluate, prioritize, and advance growth opportunities
  • Own opportunities from concept through execution, providing end-to-end leadership throughout the opportunity lifecycle
  • Optimize growth capital deployment across the regulated asset base and influence capital prioritization decisions to maximize value creation
  • Lead cross-functional teams responsible for evaluating opportunities and advancing projects through the development lifecycle
  • Navigate organizational complexity to align stakeholders, resolve competing priorities, identify risks and advance opportunities
  • Drive decision-making across a broad range of stakeholders, including senior leadership, through strong relationships, clear recommendations, and effective communication
  • Work collaboratively with Projects to align investment decisions, project stage-gates, and business objectives throughout the opportunity lifecycle
  • Prepare and deliver recommendations, presentations, business cases and decision materials to Directors, Vice Presidents, Executive Leadership, and other senior decision-makers
  • Support negotiations and stakeholder engagement while maintaining awareness of customer growth plans, industry developments, market dynamics, and regulatory changes

Minimum Qualifications

  • University degree in Engineering, Commerce, Business, Economics, Finance, or a related discipline
  • 15+ years experience in business development, commercial strategy, investment analysis, or related roles within energy, infrastructure, or capital‑intensive industries

Preferred Qualifications

  • Strong business and commercial acumen with the ability to evaluate technical, financial, contractual, and commercial aspects of investment opportunities
  • Excellent written and verbal communication skills, with the ability to present complex concepts clearly
  • Proven ability to navigate complex organizations, build alignment among diverse stakeholders, and influence outcomes without direct authority
  • Strong organizational skills with the ability to prioritize and manage multiple workstreams
  • Self‑motivated and demonstrated ability to work with minimal supervision and lead through ambiguity in a complex and evolving business environment
  • Ability to work effectively in a collaborative, “one‑team” environment
  • Demonstrated experience working in complex regulated business environments
  • Demonstrated track record of leading cross‑functional teams and advancing complex business initiatives from concept through execution, delivering measurable business results
  • Progressive experience leading or co‑leading business development opportunities or transactions
  • Strong analytical and problem-solving skills, with the ability to evaluate complex issues and develop practical, value-driven solutions
  • Exceptional executive communication and presentation skills, with demonstrated experience preparing and delivering recommendations to senior leadership and executive audiences
  • Strong stakeholder management and negotiation capabilities
  • Extensive knowledge of the NGTL System, including system operations, growth planning, commercial frameworks, customer dynamics, and regulatory considerations
