Job description

Hogan’s Alley Society acknowledges that we work and organize on the ancestral and unceded lands of the xʷməθkʷəy̓əm (Musqueam), Skwxwú7mesh (Squamish), and səl̓ílwətaʔɬ (Tsleil-Waututh) First Nations. We offer our commitment to working in good relations with First Nations, Metis, and Inuit peoples and to working in solidarity to address the long-lasting impacts that colonialism, genocide, and systemic racism have had on Indigenous peoples.

About The Hogan’s Alley Society (HAS)

The Hogan’s Alley Society (HAS) is a Vancouver-based nonprofit organization dedicated to advancing the social, political, economic, and cultural wellbeing of people of African descent through the delivery of inclusive housing, built spaces, and culturally informed programming. Hogan’s Alley Society has been a leading advocate for the Black community in Metro Vancouver, addressing the legacies of urban renewal, residential displacement, and erasure from Vancouver’s historical narrative. Our vision is to own and operate the built environment on the historic site of the nucleus of the Black community in Vancouver, recreating a hub for the Black community through the development of the Hogan’s Alley Block, rooted in the Hogan’s Alley Society Community Land Trust.

In September 2022, HAS signed a Memorandum of Understanding with the City of Vancouver to enter into a long-term lease for the 898 Main Street block (Hogan’s Alley Block) upon the removal of the Georgia and Dunsmuir viaducts. This development will include a Black cultural center, affordable housing, small business spaces, and childcare facilities, addressing historical harm caused by past displacement policies. This initiative is one of the few Black-led Community Land Trusts in Canada, ensuring long-term affordability and preventing further displacement of Black communities.

Project Description

Building on the findings of our Metro Vancouver Housing Solutions Lab report, Hogan's Alley Society (HAS) will convene a cohort of Black-led, Black-focused, Black-serving (B3) organizations to build housing advocacy capacity and inform broader provincial housing policy changes that impact Black communities. Throughout the learning process, the cohort members will build on their understanding and practice of systems change work, while supporting the creation of a BC Black Housing Council. By engaging cohort members in the same focus area, our aim is to develop collaborative systems change efforts and strengthen Black communities through practical application.

The primary goal of this cohort learning project is to build Black leadership in housing through increased advocacy capacity and policy changes. HAS aims to achieve these goals through coordinated efforts and expanding the network of Black voices in housing advocacy.

The BC Black Housing Council will work with government, housing-sector, and community partners to develop a BC Black Housing Strategy and advocate for its implementation.

Scope of Role

Hogan's Alley Society is seeking a collaborative, organized, and strategic Project Manager to lead the implementation of a provincial Black housing leadership and cohort learning initiative. This initiative will convene Black-led, Black-focused and Black-serving (B3) organizations from across British Columbia to strengthen housing advocacy, build collective leadership, and support the development of a BC Black Housing Council and a future BC Black Housing Strategy.

The Project Manager will oversee all aspects of project implementation, including cohort recruitment, learning design, facilitation coordination, relationship management, project administration, evaluation, communications, and knowledge mobilization. Working closely with the Executive Director, staff team, consultants, and participating organizations, the Project Manager will help create a collaborative learning environment grounded in Afrocentric values, trauma-informed practice, and systems change.

In addition to delivering the cohort learning initiative, the Project Manager will play a leadership role in supporting the establishment of the BC Black Housing Council. Working alongside cohort members, community partners, and Hogan's Alley Society leadership, the Project Manager will facilitate the collaborative development of the Council's vision, governance model, operating framework, and long-term sustainability strategy to ensure it continues beyond the life of the project.

The ideal candidate is collaborative, relationship-oriented, and committed to racial justice, housing equity, and community self-determination. They are comfortable managing multiple priorities while working across community, academic, nonprofit, and institutional spaces.

Primary Responsibilities

The Project Manager will lead five interconnected areas of work: curriculum development and cohort recruitment; cohort learning and relationship building; establishment of the BC Black Housing Council; development of the BC Black Housing Strategy; and community engagement, knowledge mobilization, and sustainability planning.

1. Curriculum Development & Cohort Recruitment

  • Recruit, onboard, and support participating Black-led, Black-focused, and Black-serving (B3) organizations.
  • Coordinate curriculum development with staff, facilitators, and partners.
  • Engage facilitators, speakers, and subject matter experts to deliver learning activities.

2. Cohort Learning & Relationship Building

  • Foster an inclusive, culturally responsive, trauma-informed, and community-centered learning environment.
  • Coordinate cohort meetings, workshops, convenings, and peer learning opportunities.
  • Build and maintain strong relationships with participating organizations to foster engagement, collaboration, and collective problem-solving throughout the cohort.
  • Monitor participant experience and incorporate feedback to strengthen learning outcomes and project impact.

3. BC Black Housing Council Development

  • Support the establishment, governance, and sustainability of the BC Black Housing Council.
  • Coordinate development of Council structures, resources, and operational frameworks.
  • Build strategic relationships to strengthen the Council's long-term impact.

4. BC Black Housing Strategy & Systems Change

  • Support the groundwork for a future BC Black Housing Strategy by coordinating stakeholder engagement, policy development, and shared priorities.
  • Facilitate collaborative policy, advocacy, and systems-change initiatives among cohort members and partners.
  • Conduct research and community engagement to identify housing priorities and opportunities for systemic change.
  • Develop frameworks, recommendations, and resources that inform future strategy development and implementation.

5. Community Engagement, Knowledge Mobilization & Sustainability

  • Coordinate project communications, reporting, evaluation, and knowledge-sharing activities.
  • Build relationships with community organizations, government, funders, and sector partners.
  • Represent HAS at meetings and events as required.
  • Develop sustainability plans to support long-term project outcomes and the future of the BC Black Housing Council.

Across all workstreams, the Project Manager will provide overall project leadership, including planning, budget oversight, risk management, logistics, reporting, and partner coordination.

Qualifications

Successful candidates will demonstrate competency and experience across a range of the following areas:

  • Leading, coordinating, or supporting complex community development, housing, policy, research, education, advocacy, systems change, or collective impact initiatives.
  • Building and sustaining collaborative relationships across communities, organizations, sectors, and stakeholder groups.
  • Facilitating learning environments, consultations, engagement processes, collaborative decision-making initiatives, or community-based planning activities.
  • Developing and implementing work plans, project timelines, reporting systems, evaluation frameworks, budgets, or other project management tools.
  • Supporting coalition-building, advocacy initiatives, governance processes, community organizing efforts, or collaborative leadership models.
  • Managing multiple priorities while maintaining strong organizational skills, attention to detail, and accountability for deliverables.
  • Communicating effectively through written, verbal, interpersonal, and facilitation-based approaches.
  • Demonstrating commitment to equity, anti-racism, anti-oppression, accessibility, and community accountability in practice.

Relevant expertise may have been gained through:

  • Systems change initiatives, social innovation, coalition-building, movement-building, public policy development, or collective impact processes.
  • Housing policy, housing advocacy, housing systems, housing justice initiatives, community land trusts, cooperative housing, tenant organizing, housing development, or housing access work.
  • Work alongside Black communities and within Black-led, Black-focused, or Black-serving organizations and initiatives.
  • Adult learning, leadership development, facilitation, curriculum design, community education, or popular education approaches.
  • Governance, board leadership, community accountability structures, network coordination, or collaborative decision-making models.
  • Trauma-informed, culturally responsive, anti-oppressive, accessibility-centred, and community-based practice.
  • Building partnerships across government, nonprofit, academic, philanthropic, and community sectors.

Equity Considerations

As a Black-led and Black-serving organization, Hogan’s Alley Society recognizes that traditional assessments of merit, readiness, skill, and experience have historically been shaped by systems that have not provided equal access to opportunity.

We value expertise developed through a range of pathways, including professional experience, community leadership, organizing, advocacy, governance, cultural work, caregiving, systems change initiatives, and lived experience.

This approach does not diminish the value of traditional qualifications, credentials, or professional experience. Rather, it broadens how we recognize leadership, knowledge, and readiness by considering both community-rooted and conventional forms of expertise.

Hogan's Alley Society is committed to equitable recruitment practices that support Black representation and participation. We seek to recognize the full range of skills, experiences, and perspectives needed to advance housing justice, community wellbeing, self-determination, and systems change.
