This role plays a key role in establishing and strengthening Plannera’s governance policy function and will contribute to legislative and regulatory initiatives, support evidence-based policy recommendations, and help strengthen governance practices across the organization.

Key Responsibilities

Reporting to the Manager, Corporate Governance, Policy and Legislative Services, the Senior Policy Analyst will:

  • Provide expert analysis and advice on complex governance and policy issues, legislation, and regulatory changes affecting pension and benefit plans and their governing bodies;
  • Lead and coordinate the review, development and maintenance of governance policy manuals, ensuring policies remain current, consistent with applicable requirements and responsive to the needs of the governing bodies;
  • Lead or support cross-functional policy initiatives, working groups and consultations to develop practical, evidence-based policy recommendations;
  • Monitor and assess emerging legislative, regulatory, governance and pension industry developments, identifying implications for existing policies and opportunities to strengthen governance practices;
  • Support legislative and regulatory amendment initiatives through policy research, jurisdictional analysis, consultation, drafting support and preparation of briefing and decision materials;
  • Develop and refine corporate governance and plan policy frameworks, preparing high-quality briefings, reports, and recommendations for senior leadership and governing bodies;
  • Collaborate with internal and external stakeholders, translating technical issues into clear, actionable insights; and
  • Contribute to the continuous improvement of governance frameworks, governance processes, legislative and regulatory processes, and policy development activities.

Ideal Candidate

The ideal candidate is a proactive, results-driven strategic thinker and skilled communicator with:

  • Significant experience in policy development and analysis, including the ability to advise senior leaders or governing bodies;

  • Experience leading collaborative projects or initiatives involving multiple stakeholders;
  • Exceptional written and verbal communication skills tailored to various audiences;
  • Strong organizational and problem-solving skills, with the ability to manage complex priorities in a fast-paced environment; and
  • Sound judgment, attention to detail and the ability to translate complex legislative and policy requirements into practical, implementable recommendations.

Qualifications

Typically, the knowledge and skills required for this role would be gained through:

  • Completion of a post-secondary degree in public policy, social sciences, administration, or a related discipline;
  • Several years of relevant experience in a senior policy or strategic advisory role; and
  • Knowledge of policy development, legislative and regulatory frameworks, and public-sector or corporate governance practices.

Additional assets include:

  • Experience with The Pension Benefits Act, 1992 (Saskatchewan), the Income Tax Act (Canada), or other relevant pension and benefit legislation;
  • Familiarity with Saskatchewan’s legislative and regulatory environment, including government decision-making and approval processes;
  • Familiarity with pension or benefit plan design, theory, governance frameworks, and board governance best practices;
