Reporting to the VP, Capital Programs, the Director, Engineering & Procurement is responsible for providing leadership across engineering governance, technical strategy, strategic sourcing, procurement, and supplier management for Bell's national AI Fabric portfolio. Working closely with Construction, Program Controls, Commissioning, Operations, Finance, Legal, and external partners, the Director will drive engineering excellence, commercial value, supply chain resilience, and successful project execution across a multi-billion-dollar capital program.

Key Responsibilities

  • Oversee engineering reviews and approvals for power distribution, utility interconnections, backup generation, UPS systems, cooling infrastructure, liquid cooling technologies, controls, and related systems.
  • Develop and execute procurement strategies for major capital equipment, engineering services, and long-lead infrastructure components required for AI data centre development.
  • Lead supplier selection, commercial negotiations, contract management, and strategic partnerships with OEMs, engineering firms, utilities, EPC contractors, and technology vendors.

  • Partner with Construction, Commissioning, Operations, and Program Controls teams to ensure engineering and procurement activities align with project schedules, budgets, and operational requirements.
  • Manage supply chain risks, supplier performance, cost optimization initiatives, and procurement governance across the portfolio.
  • Provide executive-level recommendations regarding infrastructure investments, commercial strategies, engineering risks, and project delivery performance.
  • Develop and lead a high-performing team while fostering a culture of safety, accountability, innovation, and continuous improvement.

Critical Qualifications

  • 12+ years of progressive leadership experience in engineering, procurement, construction, mission-critical facilities, data centres, energy infrastructure, or large-scale capital programs.
  • 5+ years of people leadership experience managing engineering, procurement, project delivery, or integrated infrastructure teams.
  • Demonstrated experience delivering hyperscale data centres, mission-critical facilities, utility infrastructure, or large-scale industrial construction projects.
  • Strong technical expertise in electrical distribution systems, cooling infrastructure, liquid cooling technologies, resiliency design, and mission-critical operations.
  • Proven success leading strategic sourcing initiatives, complex commercial negotiations, and major procurement programs.
  • Deep understanding of engineering governance, capital project delivery, EPC contracting models, procurement practices, and commissioning processes.
  • Strong financial and commercial acumen, including budget management, forecasting, business case development, and contract administration.
  • Exceptional stakeholder management, communication, negotiation, and executive presentation skills.
  • Bachelor's degree in Mechanical, Electrical, Civil, Construction Engineering, or a related technical discipline; P.Eng. designation strongly preferred.
