Payroll Operations Oversight

  • Provide oversight of all payroll cycles, including hourly, salaried, contractor, union, and U.S. payrolls.
  • Review payroll activities by exception and risk, ensuring appropriate controls and validations are in place.
  • Serve as the escalation point for complex payroll matters, compliance concerns, taxation issues, and employee disputes.
  • Ensure payroll processes are completed accurately, consistently, and within established deadlines.
  • Monitor key payroll metrics and service levels to identify trends and opportunities for improvement.
  • Build effective working relationships across Operations, Human Resources, and Finance, serving as a trusted advisor on payroll-related matters.
  • Navigate competing business priorities by identifying practical solutions that support operational needs while maintaining compliance with legislative requirements, collective agreements, company policies, and internal controls.

Cross-Border Payroll & Compliance

  • Lead payroll compliance initiatives related to Canadian employees performing work in the United States.
  • Coordinate with external advisors regarding cross-border payroll taxation, state withholding obligations, and emerging compliance requirements.
  • Provide recommendations and subject matter expertise regarding U.S. payroll administration, payroll structure, and associated compliance considerations.
  • Maintain oversight of payroll risks associated with domestic and international workforce mobility.

Controls, Systems & Continuous Improvement

  • Own and maintain payroll policies, procedures, controls, and governance frameworks.
  • Identify process gaps and implement scalable solutions to improve efficiency, accuracy, and compliance.
  • Demonstrate curiosity and sound judgment by proactively identifying process gaps, compliance risks, and opportunities for improvement, and developing practical solutions that support both operational effectiveness and legislative compliance.
  • Partner with Finance, HR, IT, and Operations to streamline workflows and improve data integrity.
  • Support system enhancements, automation initiatives, and payroll technology improvements.
  • Establish and maintain documentation standards that support audit readiness and operational continuity.
  • Support evolving business needs by contributing to projects, investigations, process improvement initiatives, and other assignments that enhance payroll operations, compliance, and organizational effectiveness.

Payroll Accounting & Reporting

  • Strong understanding of payroll-related accounting, reconciliations, and internal controls.
  • Sound judgment and the ability to balance business needs with legislative and compliance requirements.
